The axis marker is displayed at this value on the corresponding axis.
Example
The following example displays a const line at value 5 of the PrimaryY axis.
Dim line As NAxisConstLine =  NChart.Axes(StandardAxis.PrimaryY).ConstLines.Add() 
line.Value = 5
NAxisConstLine line = NChart.Axes(StandardAxis.PrimaryY).ConstLines.Add();
line.Value = 5;
