Parameters

e: mouse event arguments

Remarks

If there is an active tool the method will delegate to it. Otherwise it will call the ProcessMouseUp method of all enabled tools until the event is processed. The second operation can be performed twice depending on the value of the NeedsSecondMouseButtonPass flag.
